For 50 years, the Spofford Juvenile Detention Center was synonymous with abuse and neglect. Now, NYC Mayor Zohran Mamdani is turning it into the first city-run grocery store — a 20,000-square-foot location opening in 2027, and the first of five planned city-operated stores.
